Eastern District
The Eastern District may be the smallest of the City’s nine police districts but it is the home of the world-renowned Johns Hopkins Medical Campus. It is also home to Paul Lawrence Dunbar High School, which is highly regarded for its athletic programs and has been credited with producing seven NBA superstars, including Tyrone Curtis “Muggsy” Bogues, Reggie Williams, and David Wingate.

Major Guy Thacker
Major Guy Thacker has been appointed as the District Commander of the Eastern District. He has served within the Baltimore Police Department for 30 years. Prior to this promotion he was the Captain/Executive Officer in the Eastern District since his appointment in November 2020. Major Thacker was first assigned to the Eastern District as a Patrol Officer in 1993 before becoming a member of SWAT in 1994. Upon getting promoted to the rank of Sergeant, he was assigned to Northeast District Patrol, Southern District Operations, and then returned to SWAT. He then served as a Lieutenant in the Central District before becoming the Captain of the Eastern District.
Major Thacker earned his Bachelor of Science Degree from Towson State University in Political Science and Public Administration. He earned his Master’s Degree in Management and Police Executive Leadership from Johns Hopkins University and a Public Safety Leadership Certificate from the University of Maryland University College. Major Thacker is the recipient of Baltimore Police Department’s Bronze Star, four Police Commissioner Commendations, one Life Saving Commendation, two Unit Citations as a member of SWAT, 18 Letters of Commendation, a New York City 9/11 Rescue and Recovery Commendation and a Hurricane Katrina Rescue and Recovery Commendation.
Captain Christopher Merino
Captain Christopher S. Merino has been appointed as the Executive Officer for the Eastern District. He was born and raised in Queens, N.Y., and is a retired Afghan Veteran of the U.S. Army with 20 years of service. He has served within the department for 18 years and has spent his last 27 months as the shift commander for the Southeast District. His previous assignments include: Education & Training under the firearms training unit, Neighborhood coordinating Sergeant for the Southeast District, tactical officer in SWAT, Detective in the Violent Crime Impact Division, and Northeast District patrol.
He has earned his bachelor’s degree in Criminal Justice Administration from Columbia College. During his tenure he has received numerous recognitions and awarded a bronze star for valor.
Northeastern District
The Northeastern District is geographically the largest police district in Baltimore. It is home to Morgan State University, Good Samaritan Hospital, Clifton Park Public Golf Course, Mt. Pleasant Public Golf Course, Lake Montebello, and Stadium Place which rests on the grounds of the old Memorial Stadium, where the World Champion Baltimore Colts used to play. Some of the district's more well-known neighborhoods include Coldstream-Homestead-Montebello (CHM), Hamilton, Lauraville, and Belair-Edison

Major Steven Hohman
Major Steven L. Hohman has been selected as the District Commander for the Northeastern District. A native of Baltimore, he has served with the Department for more than 20 years.
He was most recently assigned as the commander of the Robbery Homicide Section. His previous assignments include the Southern District, Northeastern District, Southwestern District and Organized Crime Division. He is also a previous commander of the Special Investigations Section.
He holds a Bachelor of Science from the University of Maryland University College in criminal justice.
Captain Jo Anne Wallace
Captain Jo Anne Wallace has been with the Baltimore Police Department since 1997 when she joined as a Community Service Officer. Prior to becoming the Captain of the Northeastern District, Captain Wallace served as the Crisis Response Team Coordinator, Administrative Lieutenant in Northwestern District, Shift Commander in Northwestern District and Supervisor of the Homeless Outreach Team, among several other positions.
She will receive her Master’s Degree in Criminal Justice from Coppin State University in May 2022 and earned her Bachelor of Science in Cyber Security Management and Policy from the University of Maryland University College.
Southeastern District
The Southeastern District is one of the most culturally diverse districts in the city. Many Hispanic immigrants to Baltimore now call the Southeastern District home. Well-known for its many tourist attractions and businesses, the district includes the historic neighborhoods of Fells Point, Little Italy, Brewers Hill, Canton, Highlandtown, Butchers Hill, and Greektown. The Southeastern District is also a part of the busy Port of Baltimore, which houses the Seagirt Marine Terminal, Dundalk Marine Terminal, and Fairfield Marine Automobile Terminal. At over 300 years old, the Port of Baltimore is one of the oldest ports in the United States.

Major Anthony Smith
Major Anthony Smith joined the Baltimore Police Department in 1999. Prior to being named Major of the Southeastern District, he served as Captain of the Office of the Deputy Police Commissioner – Administrative Bureau and Captain of the Special Operations Division. He has also worked as a Lieutenant, Sergeant and Detective at various units and sections across the Department.
Major Smith has a Master’s Degree from Johns Hopkins University in Management and a Bachelor’s Degree in Accounting from Towson University. He is a graduate of the Senior Management Institute for Police.
Captain Brian Matulonis
Captain Brian Matulonis has been appointed as the Executive Officer of the Southeastern District. Born in Baltimore, he has been a member of the department for 35 years. Beginning his early years as a Police Cadet in the CID Narcotics Division. His prior assignments include Southeast District as a Patrol Officer, a Patrol Sergeant in the Northwest District, an Operations Sergeant in the Northeast District, a Patrol and Operations Lieutenant in the Southern District. He furthered his investigative career as a Lieutenant in CID Homicide, WATF, Arson & Economic Crimes, and the Compliance Bureau. He has earned a Bachelor’s and Master’s Degree from the Johns Hopkins University in Public Safety Executive Leadership. He is also a graduate of the Glessner Lee Homicide School and the FEMA National Fire Academy of Investigation.
